Description

Former Chief Justice of the Supreme Court (1999-2001) after serving as Associate Justice (1997-1999) and despite opposition from evangelicals at the time. Led the Family Court for over 10 years. Active in several local organizations, including the Olympics, youth, and rights of indigenous people. Member of Guam Legislature, and currently Vice-Speaker.
