Former Republican Party member of the US House of Representatives from the state of Maryland (1973-1981). Lost his reelection bid on a scandal when he was charged with soliciting a young male prostitute. Author of the book 'The Gentleman from Maryland: The Conscience of a Gay Conservative' (1986).
